Overview
How many traffic fatalities are acceptable? To put it another way, how many traffic fatalities are acceptable in your family? St. Louis County believes all traffic fatalities are unacceptable and preventable. Therefore, St. Louis County’s goal is zero traffic fatalities. The (TZD) initiative has been a leading resource to help accomplish this goal. The Minnesota TZD mission is to create a culture for which fatalities and serious injuries are no longer acceptable through the integrated application of education, engineering, enforcement and emergency medical and trauma services by using data driven efforts, best practices and research.
St. Louis County received federal funds from the(SS4A) Program to develop a new Safety Action Plan (SAP) with a focus on county roads. This SAP will include all areas of St. Louis County outside of the(MIC) planning area. The MIC also received funding from the SS4A Program to develop an SAP for the MIC planning area which will be a separate effort from St. Louis County’s SAP.
When completed, St. Louis County’s SAP will guide investments to improve traffic safety and support the goal of reaching zero traffic fatalities. Therefore, the development of the SAP will rely on engagement with transportation users and community leaders. Please consider providing your input to help shape this SAP.
Goals of St. Louis County’s SAP include:
Understand what traffic safety improvements have already been accomplished through prior projects.
Identify past and current traffic safety issues by reviewing crash trends.
Incorporate proven traffic safety strategies into St. Louis County’s roadway capital improvement projects.
Identify and prioritize locations for future safety investments.
Recommend specific traffic safety projects that can be implemented.
Identify potential funding sources and partnerships for future implementation.

St. Louis County is developing a Safety Action Plan to identify and prioritize traffic safety needs on the county highway system outside of the Duluth metro area. This plan will recommend future traffic safety projects for implementation as well as document what safety improvements have been completed and are currently programmed. The focus of this safety plan is all transportation users, including people who walk, bike or roll.
