Overview

St. Louis County is leading traffic studies at two intersections near Lowell Elementary. These intersections are Rice Lake Rd (CSAH 4) at Barnes Rd and West Arrowhead Rd at Madison Ave. The intersection of Rice Lake Rd at Barnes Rd is used by parents/guardians to drop-off and pick-up students from Lowell Elementary. The intersection of West Arrowhead Rd and Madison Ave serves as one of two access points for Aspenwood Condominiums, with the other access for Aspenwood residents being Rice Lake Rd at Barnes Rd. These intersections must be studied as a pair because changes made to one could potentially impact access and safety for the three traffic stakeholders of Lowell Elementary, Aspenwood Condominiums and Campus Park.

This project aims to:

  • Improve safety for Lowell Elementary students, staff, and family getting to/from school.
  • Reduce or eliminate queuing on Rice Lake Road for traffic accessing Lowell Elementary.
  • Improve access for Aspenwood and Campus Park residents.
  • Improve multimodal access for the Rice Lake Road corridor and regional connections.

The focus of this study includes the following:

  1. Intersection control type.
  2. Intersection geometry (lane configurations).
  3. Accommodations for pedestrians and bicyclists.
  4. Creating complimentary intersections.

    • Lowell Elementary Parents/Staff
    • Campus Park Residents/Management
    • Aspenwood Residents/Management
  2. Local Agencies
    • St. Louis County
    • City of Duluth
    • Duluth Schools (ISD 709)
    • Duluth-Superior Metropolitan Interstate Council (MIC)
