About this Project

St. Louis County is leading a project to construct left-turn and right-turn lanes on Hwy 21 (CSAH 21) at Levander Rd (CSAH 138)/Lehto Rd (CR 656) located in Embarrass Township in 2025. St. Louis County submitted a funding application to the (HSIP) in November 2020 and was awarded funding for this project in February 2021.

The County Road Safety Plan ranks this intersection 59 out of 1,488 intersections which places this intersection in the top five (5) percent by risk. The County Road Safety Plan recommends construction of left and right-turn lanes on Hwy 21 at this intersection. This project will include realignment of Levander Rd and Lehto Rd, obliterate the connection of Hammas Rd (CR 613) to Hwy 21, and installation of roadway lighting to provide illumination of the intersection. and roadway lighting are proven safety countermeasures to reduce the risk of serious crashes.

The purpose of realigning Levander Rd and Lehto Rd is to eliminate the existing intersection skew. Levander Rd and Lehto Rd intersect Hwy 21 at approximately 30 degrees. This skewed approach makes it more difficult for drivers on the side road to select an appropriate gap in traffic on Hwy 21. Intersection skew requires drivers to turn their neck further and conflicting vehicles can be hidden by a vehicle’s cab features such as the window pillars. Skewed intersections are especially difficult for older drivers where it is more difficult to turn their neck. Skewed intersections also create a longer crossing distance for pedestrians and bicyclists compared to perpendicular intersections.

The purpose of obliterating the connection of Hammas Rd to Hwy 21 is to reduce the number of conflict points along Hwy 21. Access to Hwy 21 for vehicles on Hammas Rd will be through Lehto Rd which will be a safer condition.
