About this Project
St. Louis County is leading an intersection safety improvement project in 2026 on Midway Rd (CSAH 13) at N Cloquet Rd (CSAH 45) located near Proctor. The project includes the following components:
Lower the profile of Midway Rd by approximately 10 ft to increase intersection sight distance.
Construct left- and right-turn lanes on Midway Rd.
Install roadway lighting to illuminate the intersection.
Replace the guardrail located on Midway Rd, south of N Cloquet Rd.

The County Road Safety Plan (CRSP) ranks this intersection five (5) out of 1,488 intersections which places this intersection in the top one (1) percent by risk. The CRSP recommends construction of left- and right-turn lanes. For the five-year period of 2020 through 2024, there were eight (8) reported intersection related crashes. The observed crash rate for this period was 0.526 crashes/million entering vehicles which is greater than the statewide average (0.141 crashes/million entering vehicles) and the critical crash rate (0.420 crashes/million entering vehicles). This crash history is considered statistically significant. An aggravating factor that contributes to these crashes is the hill located immediately south of the intersection on Midway Rd. This hill significantly restricts intersection sight distance which means it is difficult for drivers stopped on N Cloquet Rd to see northbound vehicles on Midway Rd. St. Louis County completed an Intersection Control Evaluation (ICE) of this intersection in 2022. The ICE report also recommended installation of left- and right-turn lanes and lowering the profile of Midway Rd to improve visibility of vehicles on Midway Rd. and are proven safety countermeasures to reduce the risk of serious crashes.
