Overview

St. Louis County Public Works is seeking $10,244,532 from a U.S. Department of Transportation (USDOT) Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program funding to complete various slope stabilization projects to mitigate hazards along the scenic north shore of Lake Superior including County State Aid Highway 61 (North Shore Drive) and County Road 222 (Stoney Point Drive). The purpose of this Fiscal Year 2025 grant is to provide funding for projects that seek to strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, and at-risk coastal infrastructure.



Location 1 (CSAH 61)

Restoration of an existing wayside rest along CSAH 61 consisting of constructing a reinforced concrete retaining wall anchored into ledge rock, placement of riprap for scour protection, and establishing vegetation. Other amenities include improved beach access, picnic tables, and informational panels presenting the natural, recreational, and scenic qualities of CSAH 61, a.k.a. the Scenic North Shore.

Location 2 (CSAH 61)

Slope stabilization project along CSAH 61 consisting of constructing a Reinforced Soil Slope (RSS) comprised of geogrid layers, granular fill (clean sand), geotextile fabric, and a vegetated slope. Large riprap to be placed at the RSS shoreline and up 15 feet to account for Lake Superior’s recorded wave action zone.

Location 3 (CSAH 61)

Reconstruct existing County Bridge 904, a 74-year-old cast-in-place concrete box culvert, and shoreline restoration along CSAH 61 consisting of geotextile fabric, riprap at shoreline, and establishing vegetation.

Location 5 (CR 222)

Slope stabilization project along CR 222 consisting of slope grading, turf reinforcement matting (TRM), soil anchor reinforcement, riprap at shoreline, and establishing vegetation. Slight realignment of CR 222 required to move asset away from the failure zone.
