Overview
St. Louis County, in partnership with the City of Rice Lake, is developing the Rice Lake Rd Corridor Project. This is a transformational project that will improve traffic operations and safety and create new walking and biking opportunities while also supporting existing and new opportunities for community development. In 2024, the County was awarded a grant, as well as other matching federal and state funds to complete the project. With appropriate funding in place, the County is taking the next steps to bring this project to reality. Stakeholder meetings held in 2023 helped shape a conceptual solution on how to resolve the issues brought forth during community engagement. When completed, this project will create a new gateway to the City of Rice Lake.
Proposed improvements include...
Reconstruct Rice Lake Rd (CSAH 4) beginning at point approximately 0.15 mile south of Ridgeview Rd (CR 694) and ending at a point approximately 0.6 mile north of Martin Rd (CSAH 9) for a total length of 1.75 miles.
Reconstruct Martin Rd (CSAH 9) beginning at a point approximately 0.3 mile west of Rice Lake Rd (CSAH 4) and ending at a point approximately 0.1 mile east of Stavanger Rd for a total length of 0.9 mile.
Construct a new city street to connect West Calvary Rd (CR 234) and Martin Rd (CSAH 9) for a total length of 0.4 mile.
Construct a new access road into County managed tax forfeit property located north of Martin Rd (CSAH 9).
Construct two single-lane roundabouts on Rice Lake Rd (CSAH 4) at the intersections of West Calvary Rd (CR 234) and Marin Rd (CSAH 9).
Construct a single lane roundabout on West Calvary Rd (CR 234) at the new city street intersection.
Construct a single lane roundabout on Martin Rd (CSAH 9) at the new city street intersection.
Construct left-turn and right-turn lanes on Rice Lake Rd (CSAH 4) at Ridgeview Rd (CR 694).
Construct a pedestrian/bicycle trail along Rice Lake Rd (CSAH 4) beginning at Technology Dr and ending at a point 0.3 mile north of Martin Rd (CSAH 9) for a total length of 3.5 miles.
Construct a pedestrian/bicycle trail along Martin Rd (CSAH 9) beginning at Stebner Rd and ending at Stavenger Rd for a total length of 1.8 miles.
Preliminary Layout

Project Goals
Improve traffic safety for all transportation users at key intersections by utilizing proven safety countermeasures.
Reduce traffic congestion and associated carbon emissions.
Preserve the public’s previous investment in the function of Rice Lake Rd (CSAH 4) as a Minor Arterial.
Create a roadway corridor that invites development resulting in new housing and jobs.
Manage access through proven access management strategies including the creation of a new city street network.
Support traffic calming to create an environment that is welcoming to all transportation users.
Incorporate accessibility for active transportation users.

At public meeting #3, St. Louis County will recap project history, share results from traffic modeling, noise analysis and environmental reviews, show how the project will mitigate any issues and present the updated preferred alternative.
