St. Louis County Public Works Department

St. Louis County is responsible for approximately 3,000 miles of county roads which consist of County State Aid Highways (CSAH), County Roads (CR) and Unorganized Township roads (UT). This is equivalent to a round trip from Duluth, MN to Jacksonville, FL. This county road system includes more than 600 bridges (greater than 10 ft) and 45,000 traffic signs. The county road system is split approximately 50/50 between paved surface roads and gravel surface roads.

<p>St. Louis County Public Works maintains a list of current and future construction projects, along with all types of planning studies. Each individual project page contains important information regarding the location, schedule, traffic impacts, and contact information. </p>

Project List

<p>St. Louis County is leading a corridor study of CSAH 100 (3rd Ave N/Main St), beginning at a point 0.22 mile east of MNTH 135 and ending at CSAH 110 (Hwy 110), for a total length of 1.83 miles in the City of Aurora. The outcome of this study will be the preferred corridor layout which will be used for the planned reconstruction project on this corridor in 2026. This study is anticipated to be completed by this December 2024.</p><p>The key focus areas of the corridor study include&hellip;</p><ol><li>Complete an intersection control evaluation (ICE) of Main St and 3rd Ave N. CSAH 100 Corridor Study

The scope of work will include the reconstruction of the pavement section, curb and gutter, sidewalk, selected storm sewer components, and lighting system. Curb and gutter will be added from Trunk Highway 53 to 1st Street SW and a six-foot sidewalk will be added along the north side of Vermilion Drive from TH 53 to 1st Street SW. Intersection improvements with bump outs are planned for Vermilion Drive and River Street. Houses with no access to a side street will access their homes either by driving through the construction site, or walking on a marked path to their home when road access is not feasible. We will try and keep the amount of time that walking is required to a minimum. Persons with disabilities should contact Eric Fallstrom to discuss special accommodations.</p><p>During the placement of curb and gutter, concrete sidewalk, and concrete driveways, vehicular access to your property will be limited. The mailboxes will be installed on the South side of the road due to the new sidewalk on the North side of the road. The old supports &amp; mailboxes will be deposited next to your driveway for possible salvage by the owners. Vermilion Dr (CSAH 25) - Reconstruction

Both St. Louis County and the City of Duluth own and maintain respective segments of 40th Ave West.</p><p style="color:white;">The county segment of 40th Ave West begins at Grand Ave and ends at the railroad crossing located near 9th St. The road name changes at the railroad crossing to Haines Rd. The county road number designation is CSAH 91. The city segment of 40th Ave West begins at the Interstate 35 interchange and ends at Grand Ave. The city road number designation is MSAS 110.</p><p style="color:white;">St. Louis County is planning a reconstruction project of the county segment of 40th Ave West in 2026. In preparation for this project, St. Louis County is leading a study to identify improvements that will be included in the future reconstruction project. To ensure continuity along the corridor, the City of Duluth is participating in this study to also identify improvements on the city segment of 40th Ave West. The City of Duluth does not have a construction project currently programmed for 40th Ave West. 40th Ave West Corridor Project - Study

<div style="background-color:#f3f3f3; border-radius: 5px;"><div style="background-color:#244c5a; padding-top:10px; padding-right:10px; padding-left:10px; padding-bottom:5px;border-radius: 5px;"><h2 style="color: white;">Overview</h2><p style="color:white;">The intersection of Piedmont Ave and 24th Ave West has historically been a challenging intersection to navigate for both vehicles and for pedestrians and bicyclists. Piedmont Ave is a county road designated as CSAH 54. 24th Ave West is a city street designated as MSAS 116. The intersection is located only 330 ft from the intersection of US 53 and Piedmont Ave.</p><p style="color:white;">This intersection is currently controlled by a temporary traffic signal system that was installed to assist traffic during the <a href="https://www.dot.state.mn.us/d1/projects/twin-ports-interchange/" rel="noopener noreferrer" target="_blank"> <button type="button"><u style="color:blue;">Twin Ports Interchange Project</u></button> </a>. The Twin Ports Interchange Project has temporarily diverted additional traffic onto routes such as 24th Ave West and it is necessary to assist this traffic at the intersection of Piedmont Ave. Prior to the temporary traffic signal system, this intersection was controlled by a STOP sign on 24th Ave West and there was no control on Piedmont Ave meaning that traffic on Piedmont Ave had the right-of-way. Under this side-street STOP control configuration, vehicles on 24th Ave West had experienced significant delays turning onto Piedmont Ave.</p><p style="color:white;">The temporary traffic signal system is planned to be removed upon completion of the Twin Ports Interchange Project.
